Step 8: Certification & Homologation

A car can’t get EU plates unless it’s type-approved. You have two routes, and they’re very different in cost and speed.

Route A — EU Whole Vehicle Type Approval (WVTA). Governed by Regulation (EU) 2018/858. Once homologated, you register the vehicle with the local authority in your target member state.
