Every Chinese EV Brand's EU Countervailing Duty, in One Table - EV Hub
How the EU's countervailing duty splits across 72 Chinese EV brands — BYD group 17%, Geely group 18.8%, SAIC group 35.3%, other cooperating producers 20.7% — and what the 17–35.3% spread does to landed costs.
TL;DR
Chinese EV imports face one of four EU countervailing-duty rates depending on which group built the car: 17.0% for BYD-group brands, 18.8% for Geely-group brands, 35.3% for SAIC-group brands, and 20.7% — the “other cooperating companies” line — for everyone else, from Chery, Changan, NIO, XPeng and Leapmotor to Xiaomi, Hongqi, Dongfeng, Great Wall and JAC.
Stacked on the EU’s standard 10% import duty, the spread runs from 27% to 45.3% before VAT, and that gap decides thousands of dollars of landed cost on the same car — which is why the badge on the tailgate matters less than the group behind it.
What the EU’s countervailing duty is — and how the rates were set
Two different charges stack on a Chinese EV at the EU border, and only one of them is the “tariff” most buyers picture:
- The ordinary import duty is the EU’s standard 10% Most-Favoured-Nation rate — applied to the customs value of essentially every car imported from outside the bloc, whatever the brand.
- The countervailing duty (CVD) is an additional anti-subsidy measure on top: after investigating state support to Chinese BEV makers, the European Commission set a producer-specific duty meant to offset it. It is the bigger line on most imports, and it is group-specific — the same car can carry very different CVD depending on who exports it.
The definitive rates come from Commission Implementing Regulation (EU) 2024/2754, in force since late October 2024 for five years. The Commission individually examined — “sampled” — three producers and gave each its own rate, then assigned the investigation’s weighted average to every other producer that cooperated:
| Rate tier | Who | CVD rate |
|---|---|---|
| Sampled producer | BYD Group | 17.0% |
| Sampled producer | Geely Group | 18.8% |
| Sampled producer | SAIC Group | 35.3% |
| Other cooperating companies (non-sampled) | most of the rest of the industry | 20.7% |
| Non-cooperating companies | producers that stayed outside the process | 35.3% |
| Individually examined | Tesla (Shanghai) | 7.8% |
Two rules of thumb matter for reading the table below. First, sampled vs non-sampled: BYD, Geely and SAIC are the only Chinese groups with individually calculated rates; every other cooperating exporter — the overwhelming majority of brands — shares the weighted-average 20.7%, and sub-brands inherit their group’s number rather than earning a private rate. Second, entities, not badges: the duty attaches to the exporting companies, not the nameplate. Zeekr pays Geely’s 18.8% because its exports flow through Geely-group entities; MG, Maxus, Roewe, Wuling and IM all carry SAIC’s 35.3%.
One scope note: these rates apply to battery-electric cars. EU VAT (19–25% depending on member state) is charged last, on the full duty-inclusive value.

A note on the 20.7% rows: it is the regulation’s weighted-average line for cooperating producers that were not individually sampled. Where a parent group is not individually named in the regulation’s cooperating-company annex, the same non-sampled default applies under EV Hub’s classification — those rows are marked as the default in the Source column and should be treated as provisional pending exporter-level verification.
What the spread does to landed costs
The rate is group-level; the bill is model-level. The same CVD percentage lands very differently depending on base price — and cheap cars suffer most, because fixed import costs (freight, certification, registration) are the same on a $9,000 city car as on a $60,000 flagship:
| Model (duty group) | CVD bill | China base | Landed, Germany | Premium |
|---|---|---|---|---|
| BYD Seal (17.0%) | $4,617 | $24,690 | $44,413 | +79.9% |
| Geely Galaxy E5 (18.8%) | $3,197 | $15,460 | $30,642 | +98.2% |
| Zeekr 001 (18.8%) | $7,858 | $38,000 | $65,694 | +72.9% |
| MG4 (35.3%) | $3,763 | $9,690 | $23,762 | +145.2% |
| Xiaomi SU7 (20.7%) | $6,904 | $30,320 | $54,504 | +79.8% |
| Leapmotor T03 (20.7%) | $1,922 | $8,440 | $19,935 | +136.0% |
Two forces drive the pattern. A higher group rate adds thousands before VAT — roughly $6,000 more duty on a $30,000 car at 35.3% than at 17.0%. And low base prices amplify every fixed cost: the T03’s CVD is under $2,000, yet it lands at +136% because freight, homologation and clearance spread across a tiny base. The full formula and assumptions are documented in the landed-cost methodology.
The Author’s Take
Position: The most useful number in this table is not any one rate — it is the spread between them. A mid-priced BEV carries roughly six thousand dollars more EU duty in the worst group than in the best, and freight negotiations cannot recover that: for an importer, the parent group is a pricing decision, not a footnote.
Reasoning: Three things stand out. First, the four-rate structure is deliberate and sticky: individual rates reflect assessed subsidy margins from the investigation and travel with the exporting entities — which is why premium badges like Zeekr, Lynk & Co and Maxus inherit group rates rather than earning private ones. Second, the 20.7% band is where most of the industry lives; treat it as the default against which any exception must be explained — and note that the 35.3% ceiling applies both to SAIC and to producers that stayed outside the process. Third, rates and landing math point in opposite directions: rate gaps compound hardest on the cheapest cars, because fixed costs, not the CVD, dominate a micro-EV’s premium — so the group you import is most decisive exactly where margins are thinnest.
Disclosure: Two honest caveats. First, non-sampled cooperating producers are assigned the weighted-average 20.7% “other cooperating companies” rate under Implementing Regulation (EU) 2024/2754; this table applies that rate to every brand outside the three sampled groups, including parents not individually named in the regulation’s cooperating-company annex, so those rows should be treated as provisional pending exporter-level verification. Second, classification follows the parent company recorded in EV Hub’s brand-master.json data — where ownership is indirect or split, the mapping reflects the recorded parent, not a customs ruling. This is analysis, not legal or tax advice; rates can change with reviews, appeals or negotiated undertakings — verify the current schedule with a customs broker before pricing anything.
